Background:
Various agencies such as PWD, Municipalities, Gram Panchayats, Rural Water Supply Department, Agriculture department execute a large number of development works under
various state sponsored and centrally sponsored government schemes. In order
to ensure that the works are executed properly within the allotted time, it is necessary
to monitor them regularly. Generally this responsibility is shouldered by the Deputy
Commissioner. However, due to his multifarious duties, the Deputy Commissioner is
often unable to monitor each and every development work that is going on in the
district. Therefore, there was an urgent need to devise a system which would enable
the Deputy Commissioner to improve the monitoring of development works, and at the
same time enable the public to get information
about the works being executed in
the district. The Scheme Monitoring System, aims to fulfill this need for
an effective monitoring system.
Scope:
Under this system, data of all on-going works in the district
is required to be entered by the executing agencies in this web enabled system.
The work master under each work has
been created for entering details of the work
such as Work Starting Date, Expected Completion Date, total budget layout, executing agency etc. Thereafter, the agencies are required to enter the physical and financial
progress reports periodically along with the on-site photographs of the work being
done. The work progress photographs serve as a very effective monitoring tool for
the administration.
District Rupnagar (Punjab) has been taken as
the pilot district for the implementation of the
Scheme Monitoring System (SMS).
Technical requirements:
The system is deliberately kept very simple. Photos taken on cell phones are also accepted by the system. After the initial data entry, the progress report data required
to be filled up is very small. The agencies uploading the data are required to keep
the following points in view:
1. All the Photographs of the works are to be taken in
JPG format only.
2. Picture size should not be greater than 90 KB.
3. Unless the DC has directed otherwise, progress reports should be entered every
month. |
